Hi!

I will not ask why you want do disable the Fn key, but most questions regarding the Fn key are on how to get it working.

To disable it, you may want to uninstall any drivers related to HOTKEYS or FUNCTION KEYS (the name depends on your laptop type).

Disable short cut key on function key
I understand that you want to disable the function key( action key). The action key feature is enabled at the factory. You can disable this feature in Setup Utility. hi, the FN key can't be turn ON or OFF, this key enable to activate the others key that have a white letter and a tiny blue letter in the same key.
to enable or disable any FN you must press FN + the key that you need to enable or disable.
