put the phone and the battery in a bowl of rice. Rice is a great absorvant of water, leave it completely submerged for a day and test it out. It might not work or it might but the screen might be damaged, but you can get a cheap repair on it aswell from a third party. Hope this is helpful :)
This mostly a hardware problem
Open phone check for water damage first, if ok, do a low level reflow of circuit board. you should use a "hot air" blower. forcuss mainly on the UEM but take extra care not to use much heat.
