Depends what make it is - some manufacturers keep a stock of spares, others not. First try the manufacturer's site, then, if no joy, try Ebay, explaining in each case exactly what you want (make, model number, part etc.) you may need to purchase the entire fitment, not just the spring.

This is known as a circlip.

You should be able to buy a replacement at any engineering shop for pennies.

Because your tripod is not supported by the manufacturer; parts lists and pars are not available, you should measure the opening and see what other brand quick releases will work paying attention to the shape and locking mechanism. Otherwise just get another tripod.

I guess you can have a nice, personalized one made to order here: http://www.shapeways.com/model/132025/tripod_camera_plate.html but the price is going to be excessive even though S&H is gratis. As Guest says, you'd be better off buying a new tripod :-)
