Is it a ds or a ds lite?
Turn on the unit with no cartidges. Press the screen to acknowledge the warning message.
On the next screen, press the tiny ds icon at the center bottom of the lower screen. This enters the setup. Fromhere you can press the clock calender icon (blue one) to set the time. Youcan also change other settingswith the other icons.

I have actually done this same thing attempting to repair my old gray DS. Had to replace the screen to screen cable and touch pad, but that is another matter.
When the DS screen to screen cables are out of place, the DS will act exactly like this. The screens will flash once and the DS won't even attempt a charge. This is a safety feature of sorts in the DS design to prevent a possible short. I'm assuming you had to remove the screen to screen communication cable when replacing the shells so you most likely didn't put the cable in all the way into the correct ports. Sometimes even if they are off just a bit the machien just won't use it and act like its outright dead.
Best thing to do is to go back and reinsert the cables again. There should be a small line on the board just under where the cable should be. You need to try and aling the cable with this line as best as you can. Push the cable as far back into the port as you can without forcing it in. You should never need to use much force at all.
Press the plastic tab down and lock the cable in place with the port and do the same with the second one.
Once thats done, plug it in and turn it on. It should normally go into the settings as these are usually erased when the battery is removed.
If it continues the odd dead like behavior. Simply attempt the precedure over again until you ahve it right. Commonly you may see odd colorisation and the like if the cable is in enough but not in just right.
Take your time with it and be paient. Its not always easy but isn't too hard once you figure it out on your own.

There out it is nothing like a broken hinge only repair solution, the only way to get it repaired is to buy a new replacement shell and replace the broken parts or the whole shell, but some cheap shells wont last and will broke again so read reviews. And if you are not too skilled be careful when replacing or you can get your DS more damaged.
The best is to find a good case broken DS, like water damage etc. to get only the original plastic parts. I should love to have to buy only the broken parts needed but you have to buy the whole thing.
