How can i adjust settings for blurred pictures on Samsung ES15

That would depend on why the pictures are blurry.

If the pictures are blurred because of camera motion, you need to either use a faster shutter speed or place the camera on a tripod or other stable support.

If the pictures are blurred because the subject is moving, you need to use a faster shutter speed.

If the pictures are blurred because it's out of focus, you need to ensure that the camera is focusing on what you consider to be the subject, not what the camera chooses.

Cant upload my photos from my e410 to my laptop

The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program such as Picasa.

I have multipe bootable partitions and want each one to be the c: drive

In order to do that the multiple partitions must become one partition for c drive, that is why the computer labels partitions so it can identifty what the user requires, so the only choice is reconfigure your hard drive for the single partition for faster access.

Picture from camera not clear

There could be any number of issues, unfortunately, your problem description doesn't give enough information, but here are some ideas.

Likely, the culprit is either a problem with focus or a problem with camera shake. In either case, brighter light and/or using a flash should help as auto focus works better in bright light and the shutter speed is faster in bright light. (With a faster shutter speed, there is less time for the camera to move while the image is recorded).

If using auto focus, be sure that the focus point illuminates on your main subject.

Many point & shoot cameras have an indicator if the shutter speed is too slow for a hand-held shot (typically occurs with low light). If this is indicated, then use a tripod (or brace your arms/elbows to make a human tripod) or increase the ISO of the camera (may have to go to manual mode) to avoid camera shake. Holding the camera at arm's length to look at the display while taking the picture is a recipe for camera shake & blurry pictures. You can rest the camera on a shelf and use the timer so that your hand motion pressing the shutter button isn't an issue. If using an SLR, ensure that the shutter speed is faster than the reciprocal of the focal length. That is, for a 100 mm lens, the shutter speed should be faster than 1/100th of a second.

TAKING PICTURE TO SLOW

Here are some tips to make your camera faster. 1- Decrease picture resolution when you do not need that much resolution. The highest resolution have a big load of data to write, taking some time. 2- Turn off flash when possible. Every flash unit needs some time to charge and this can be time consuming. 3- The camera can take some time autofocusing. Press halfway the shutter until the camera locks its focus, than press the shutter all the way. This will help you to take even better pictures. Good luck!

After taking one shot i have to waite 15 seconds to be able to take annother

this happens when the camera is writeing the picture into the memory card.. solutions to make that faster are

1.format the card
2.buy a faster speeed card, yes there are driffent speeds of memory cards the faster ones cost more
3. lower the picture quality setting, as the pictures take less space it takes less time for the camera to write it into the card.

Thanks,
Ekse
