When I turn on my TV the backlight doesn't light completely. It is dimmer than usual and continuously flickers. Does this problem lie in the backlight inverters or the power supply? Or is the problem else where? Any information would be appreciated. Thanks

the regulator for the Inverter supply would be the first thing i would suspect if the voltage drops then picks up again. Then I would also check the transformers on the Inverter that are in line with the area of the screen that flickers.
This is a common Power Supply / Backlight Inverter Board issue. If you open up your TV you will see a long white board that is on the right side of your TV. You have to replace that board to get this issue fixed. You can find the board here BN44 00264B Samsung Power Supply Backlight Inverter
Just FYI: I had a friend with an Insignia NS-32E570-A11 with a backlight problem, and it turned out to be one of the actual LEDs in the backlight array was burned out, causing some sort of over-voltage condition that made the backlight sometimes work, and sometimes just flicker for a moment at TV startup and then turn off. We took the panel apart and bypassed the one bad LED (it had a dark spot on it and failed continuity - you can test each LED with a continuity tester and see them light up!), and now the TV/backlight works! Be aware this is tricky bypassing the bad LED, as it is ultrasonically welded to the LED array strip (same technique used to make ICs), so you need to be a very good solderer to bypass it without it breaking the connection.
The black screen problem of your TV can be attributed to a backlight driver failure, busted backlight, or LCD driver failure.
The flickering indicates a failing backlight driver or a failing backlight. The screen should be totally black, without any glow, when either of them is not working. To verify, grab a torch and shine it on the screen. You will be able to see a faint display telling you that the backlight is busted or the backlight driver is faulty. If not, the LCD driver or the LCD panel itself is faulty, although it has a low probability due to the symptoms of the problem. The only way to fix the problem is replacement of the faulty part. You may need the service of a qualified technician to determine exactly which one is the root of the problem that needs replacement.
This sounds like a defective batch of fluorescent backlight sources; have seen this complaint before.
This may be tough to acquire since I don't know how standard those are across the industry and Olevia has filed for bankruptcy so you can't count on them.
