Usb port problem

It MUST be plugged into a usb 2.0 port NOT a usb1.x

Some usb devices only like the usb port they were first installed / used on. Try to stick to using the exact same port

You should not plug it into a usb hub

If you are using an external card reader for your phone card, make sure that it is not plugged into a hub and only use the cable that came with it, not one that fits but didn't come with it.

Also make sure your motherboard drivers are up to date and that there are no exclamation marks by any hardware in the hardware tab from system in the control panel.

If you are still having problems then there could be other issues.

When starting the external drive there is not much more than just plugging it in to a USB port and turning it on. The computer should recognize it ( showing something like the window shown here http://attachments.techguy.org/attachments/66120d1129787805/new-device-found2.jpg ) and it will show up in the My Computer area and a green arrow looking icon ( http://home.krb.nsw.edu.au/start/images/USB2.jpg ) When disconnecting an external drive the correct procedure is to left click the arrow in the system tray and select Safely Remove Mass Storage Device (X:) (whatever letter you device shows here)
You may want to test if another computer recognizes the device being plugged in to see if it is still functioning. You may want to also try plugging the device into a different USB port on your computer.

The problem is that some usb hub devices are not powered enough to recognise peripherals, i always recommend buying a mains powered usb hub as the pc's supply can find it difficult to power the usb ports enough as well as powering other components in your pc.

Try other ports in your laptop aside from the one you tried to plug into. Some USB plugs do not plug well into the USB port. It may be a factory defect. If it is still under warranty, you may have it replaced. Make sure you bring your laptop with you when you do this to make sure the new USB hub works.

Depending on the age of your computer, most new (2 years) have the USB2 ports. Try a new USB wire.

Dell precision not recognising usb 2.0

sounds not,  some of the older systems only have 1.1, Usb 2 is not all that old (about 2-3 years).
you can upgrade to USB2 bu adding a USB2 PCI card to your system, this would give you some ports on the back and it may be possible to link the ports on the front to the new PCI card to upgrade those as well (depending on how they are connected to the mobo)
you can get USB2 cards with a Pin header which would allow for a pin block connection.
