Unjamed, but jammed light remains on and won't shred

I found the shredder intake was jammed with paper. Using a thin probe underneath to push out the paper and forceps on top to grasp and take it out, I cleaned out every bit of paper from each rotating pair of rolling blades. Pushing the leaver button back, the blade rollers spin backward. However, pushing the leaver button forward, the bottom green light is lit, but the top or far red light also is lit and there is no movement forward. (Slipping a piece of paper in to trip the sensor has no effect.)

Is there something I'm missing?
