Most likeley is a spring on the top of the deck or the cable that goes from said spring to the lever. if you could provide the model number I can look up the manual and diagram and show you.
If you didn't put fuel stabilizer in gas before letting the mower setup all winter, your gas has gunked up your carb.
You can verify this by removing the air filter and spraying starter fluid in the carb. If it cranks with the starter fluid, the carb is dirty.
Pull the carb and clean it out
If you have the owners/operators manual that came with the mower, it will have instructions on how to LEVEL the mower deck. That sounds like your problem. Deck wheels would greatly help also by stabilizing the deck so it doesn't bounce and "float" so much while mowing.
