+1 is the USA Prefix.

For instance, dialing a number would be 1 555 555 5555. Be sure to include the 3 digit area code as well the 7 digit number.

the general international call prefix is 00 but that of autralia is different. 0011 is used as it is the international call prefix assifned to australia. the country calling code is 61.so if you want to make a call to australia, you dail 0011+61+assigned area code+ the number. hope this answer your problem

For dialing the number in the same country you need not to add any prefix just dial the correct number.
