Check first the drain hose, if machine does not fill it can be also because an obstruction.
More likely there is a problem with the water level switch, that is the sensor that activates draining when water level is too high.
When the water level switch is faulty you get the magchine draining at the wrong time, when the machine is still underfilled.

See the following notes from repairclinic:

"The water-level switch regulates your washer's fill volume. This switch is usually a diaphragm device with a small, clear tube attached between the switch and the bottom of the washer's outer tub. As the water level in the tub increases, the pressure on the air in the tube increases. When the pressure reaches a certain level, it activates the switch, shuts off the water, and signals the timer to begin the agitate cycle. If the switch is defective, it may prematurely signal the water to shut off. If so, you probably need to replace the water-level switch."

Water doesnt stop fillinG in panasonic NA F60A6 WASHING MACHINE

Fyi. All new washing maching already tested on their functionality and features but not test run with water intake and drain function. I would like to share My experience last time with this model. The water outlet valve will release by motor when you set to drain mode.it suppose manage to retract back by spring when drain process finish or afte small you change to wash mode.
Take a look on the spring movement.normally it not properly hold valve switch hence the retracted spring not block the valve to stop water drain. Just rectify the alignment of the valve swich which directly connected to the retractable spring.

Starts up then drains

Hi just a couple of questions>When your machine starts to fill at the start of the cycle does it stop filling briefly then drains the water? If that is the fault then your diverter valve is stuck in the drain out position and is not switching to the recirculate mode.Is your machine draining into the laundry sink? Please look underneath the machine and see if you can identify the style of drain pump you have>It should be located underneath the machine to the front right. It should have a red or black fan attached to it.If you cant see a pump with a fan then you must have the newer style. Please reply with additional information for the questions asked and I can help you rectify this problem quickly.

The washer starts to fill normally, then agitates very briefly, stops, and begins to fill again. When watching the water fill, the water level does not rise at all, and if you push the button in to stop...

It sounds like your drain hose is two low. If your drain hose is inserted into a drain pipe try extending the drain pipe to the same hight as the washing machine.

What is the best way to winterize a standard large capacity washing machine?

If the product will be exposed to sub-freezing temperatures, turn off the water supply to washer, disconnect fill hoses, drain them and reconnect. Remove the drain hose from the standpipe in the wall and place it into a shallow pan at floor level untill the water floe stops. Unplug unit and you are good to go.

If no sub-freezing temps are expected, turn off water supply. Turn on washer for a warm wash cycle for a few seconds to relieve the pressure in the hoses. Turn off machine and unplug it.

Check the small drain pump. Possibly its asking the pump do drain to allow for fresh water, but because low level is not detected it shuts down. The dispenser draw normall opens when the hot wash cycle starts. When you think its washing, briefly open door and see if eater is spraying out of the nozzels. If no water visible, check the main wash motor for sticking
