Had new battery now watch 4 hours behind CASIO WAVE CEPTER

Try the battery first. Make sure to do the all reset inside of the watch after changing the battery. If it is not the battery send it to Casio. They may change out the complete module.

Yes, it is likely battery is weak.

Take it to a watch repair shop to be replaced, and do not forget to instruct them to reset the watch after battery exchange. Otherwise it will not work properly.
