Remove the battery and check the voltage on the battery using a multimeter. Also check the voltage on the charger unit. If both the readings are good then clean the terminals and charge. Check the voltage at the terminal of the battery in the phone. If this is absent or low then there is fault in the motherboard.

Could be - I would take the scooter or battery to a car store and they will load check the battery - That is, they will cause the battery to do work, and measure the voltage.
Measuring volts while the battery is at rest will indicate full voltage. That would be a flawed test.

If the rechargeable battery is more than 3 - 4 years old then the battery could be worn out. Rechargeable batteries have a finite number of charge and discharge cycles and will lose their charge capacity over time, i.e. won't charge to 100% and gradually the charge reduces until the battery won't charge up at all.
OR The battery shows a 100% charge but when the adapter is disconnected the battery drops off to zero capacity in a very short time.
If the battery drops to an unacceptable charge level then the battery needs to be replaced.

Just purchased it used. Both battries show
If the horn won't work, the batteries are dead. If the charger is showing green lights, most likely the gel inside the batteries has gone solid from the chair being stored for a while. Replace both batteries with type U1, 24v, 33 amps and see if that will clear the problem. The fuses are regular automotive type fuses.
