the problem is with the usb cable. try the same with different cable. if the same problem happens with the different cable then there is problem with your phone itself.

All cellphone run on Lithium Ion batteries. These batteries, by nature(physics) have a max charged voltage of 3.4 to 4VDC. So, of your charger, or USB cable, has less than about 5 VDC, then either charger is defective, USB cable(if charging from PC USB port) is not a FULL USB(has data leads only wire, 5V power wire not carried through, PC does not supply 5V power to USB because it is turned off by a PC setting option, or a non-powering USB Hub or other device is in series with PC and Phone.

Are you sure you have identified the GND wire correctly? Measurements must all be made with one lead of your VoltMeter referenced to GND. Another consideration, some Windows Mobile phones will not charge off the USB cable unless the latest version of WM ActiveSync or Mobile Device software is loaded and running on the PC. These WM phones also will not charge from just any AC USB generic charger. Charger has to be for that particular phone, or phone manufacture, to be 'recognized' before provideing charge.

When we connect the phone to PC it automatically start charging but after 5 mins it stops its because we do not take any kind of action i.e. if you will send some files to phone or will operate phone from PC it will keep charging otherwise as you have said it will stop.

I think you will B OK, the Cable you use is BOTH comm's and batt charge the msg ya get is because batt charging is finishd.
