Possible memory issue. Try Reseating your memory card on the system, it would be helpful.

The only solution i have found for the flashing 9 lock symbol is to remove the battery, then remove both (if there is 2) sticks of memory then replace one in the opposite slot. Plug in the power adapter and try restarting. That worked for me, once it started i checked for updates and then turned it off and replaced the second stick of memory and then the battery and while unplugged restarted again.
This is the second time i have gotten this fault, and no-one seems to know what it is. It seems to be some kind of error with the system state but i cannot find a reason as to why that is. But as long as my solution works i don't mind too much.
