Hi peglegii...

The main thing to keep in mind when replaceing the seal between the tank and the bowl is it MUST BE LEVEL.
Use a level tool to make sure both sides are tightend down evenly.

Also I would suggest that you let dry overnight all the parts that are in contact with water, after it is dry then use some silicone sealant on the gasket and then tighten down and let dry overnight again.
That should solve your leak.

Leaking to drain? Adjust float height to keep water below overflow ... or change flapper if it doesn't seal.

Leaking to floor? Check either end of supply line; or check seal between tank and bowl.

My toilet keeps running. I tried to adjust the float with a phillips but that did not work. There is slight leaking into the chamber over the top.

If there is a continual leak in to the toilet bowl you will likely need to replace the flush valve or the toilet flapper.

As a first step try try cleaning the sealing surface of the flush valve to se if the flapper will seat and make a seal.

If this does not work and the flapper is visibly detioriated and breaking down shut off the water supply, remove the toilet flapper and visit your local plumbing supply store to purchase a suitable replacement. Install the new flapper, turn on water supply.

These illustrated instruictions may also assist:

Although less likely, if the sealing surface of the flush valve is damaged or detioriated proceed with replacement of the flush valve. Again turn off water supply and follow the instructions set out here:

http://www.danco.com/HowTo/How-To-Replace-a-Flush-Valve

If there is not a leak in to the toilet bowl and the water flow does not shut off completely, then water is flowing through the fill valve and the overflow pipe and you may need to adjust the float and float rod to allow clsoure of the fill valve. See here:

I have a new American Standard Cadet 3 that was just installed. After flushing, the water fills into the bowl. However, after several minutes, the water in the bowl slowly drains away and is nearly gone....

Sorry for problem with new toilet.
You say water is leaking out of the bowl?

Toilets have 2 parts:
1) Tank: where water is stored for the flush and is sealed with a flapper.
2) Bowl: where water flushes down.

a) If tank is leaking water, then flapper is suspect. Replace flapper and see if that works.
Lift up flapper and run finger around rim to see if there is a rough spot that would indicate flush valve is defective, and needs replacement.
See typical flush valve

b) If bowl is leaking, that is very unusual and would indicate a crack in the porcelain.

If installer sold you the toilet, it is his responsibility to make good on product.

When the toilet is flushed water comes out from under the toilet bowl

The wax ring has gone bad. If the toilet moves when you set on it you might try snugging down the bowl bolts on both sides but be very careful not to go to tight you will brake the bowl.
If you decide to try to fix this your self with you buy a new wax ring buy the one with the horn in it they seal better.

The big black washer between the tank and bottom is deteriorating also the black washers on the bolts that hold the tank to the bottom are coming apart and the tank is leaking

Any hardware stores where plumbing supply is sold including lowes and home depot sell toilet seal kits including toilet to tank seals as well as toilet rebuild kits. Ask for a toilet to tank seal and washers for the bolts which might come with the large seal(check)
1. Close toilet water valve
2. Drain tank or sop with a towel and squeeze into tub until toilet is empty or bail water out with a cup.
3. Remove two tank bolts
4. clean area where old seals were
5. put tank seal on bowl and set tank lining it on top of seal.
6. Install tank bolts with new seals and tighten evenly
7. Don't over tighten or tank will crack. You probably can tighten until tank and toilet touch evenly on both sides.
8. Fill and check for leaks.

WHEN TOILET IS FLUSHED PROPERLY NO PROBLEM,WHEN HANDLE IS HELD TO LONG IT LEAKS IN THE CEILING ,NO SIGN OF WATER ON THE FLOOR

The wax seal between Bowl and closet flange is bad. Disconnect water supply line, remove two hold down bolts, remove toilet (place toilet in bathtub, try to keep straight while moving, two people required) clean all old wax from bottom of bowl and closet flange (pipe) install new wax ring use one with a collar, reverse procedure for install.
