This is generally due to a failed component in the power management system on the motherboard. I suggest that you take it to a service center in your area to have the exact problem area traced. Power issues dealing with the PM system can be created by several different components, some are replaceable, and some require motherboard replacement to fix, so, this will be an issue that will be near impossible to diagnose on line.

do you still have your battery working? if not, you may have a problem with the adapter. could be a partial contact from the main adapter or at the charging port on your laptop. use a tester and check for continuity on the adapter cable and also check the power output going into the laptop.
A fast check to determine whether you have a problem with the power
adapter, power cord or the laptop's battery is to turn off the laptop,
remove the battery, connect the power adapter, turn on the laptop &
see if it works. If the laptop works directly from the power adapter
with the battery removed, then the power adapter is good. In this case
we can suspect that the battery is defective.
get a new battery and try that but check your power supply before you plug it in. Most laptops will work directly off power supply even with no battery present. If these solutions don't work for you then you need professional technicians help or a decent bin.
When you install a new battery and remove a battery always make sure the laptop is completely shut off and have the power cord removed so that you avoid any possible power surge.
Batteries generally don't last much longer than a year and I have found removing the power cord or battery when it is off to be a good practice.
Before you charge a battery make sure it is run most all the way down. Recharging a battery when it is not run down can give it a memory and you may only be able to charge it up to the point you started charging it.
Anyway, if the computer won't charge a new battery then you could have a bad motherboard. To be sure try another battery.
