ERROR: code 28 -- Windows XP & USB 2.0

I'm unable to connect my digital camera to my Windows XP computer via the USB port. When I check the USB 2.0 Controller in the Device Manager, there is a yellow exclamation mark (!) next to it. When I check on the status of the USB 2.0 Controller, the following message appears: The drivers for this device are not installed (code 28). What do I do now?

    Windows XP - reloaded after clearing hard drive, PCI won't load using regular windows procedure of adding hardware. Connections good, not USB but analog. Downloaded drivers from a software company, and still no dice. System is still under warrantee and sealed. So boards have not been disturbed. Give me some sound please. Koss speakers.

The CF card in the wife's S9500 has ceased to be read via the USB cable in both Windows XP and Linux (both systems saw the camera before as an external drive). I cannot think of anything I have done to...
Since the card seems to be working (you can take pictures and view them on the screen afterwards) the problem must be with the USB. I assume Linux and XP is on 2 different computers? If, not, it could also an electrical error with the USB ports.
Hopefully, it's just the USB cord. Can you loan another one to try with? USB type is called Mini-B.
