It can be that if you have a SD card in it you might have somehow clicked the protect small lever. if so take out the SD card and check the sides of it and see if you find a small square like lever then try sliding it up or down however it will go. My SD card has it and when I sometimes put my camera away I slide it to write protect mode so that if my kids somehow get a hold of my camera and play with it they wont erase my pictures. Then when I need to use it I slide it back to unprotected mode. Hope that is your problem.
To shoot with the self timer: have the camera in shooting mode - press teh down arrow on the back of the camera until the symbol shows that looks like a clock - this turns self timer on.
After it is set to ON - fully depress the shutter button - this will start the self timer process you have 12 seconds if you want to be in the shot -
This is a one shot deal. If you wish tio take another photo using self timer you have to set it up again.
There should be a menu with settings in record for videos. there may be a joystick button with settings which can be changed to set to video mode. try using a memory card reader that supports a xd card-very generic plug and play no software to load and computer should recogtnize card-if not open my computer and you will find new drive letters for card reader in there
