Optical devices problems are common on this laptop models, if you need a final solution you will replace your optical.

Error Code 19 Your registry may be bad (Code 19)
I would run a registry cleaner. There are lots to choose from and some of them work like Norton Utilities and PC Tools.

Cd drive is not recongonised with qsi cdrw/dvd sbw242c -Vaio lap top PCG-k33-model PCG-9s1l

if its the original drive that came with the laptop ...just reinstall the operation system ...and this will fix the problem ...if will continue to do that ...it means that its something wrong with the device and need to be replaced..
you can also go to bios and restore factory defaults by presing F9 or choosing the optimal defaults from the menu ...after that just save changes and reboot ...this in case the problem is from there ...cause there are cases when the drive may be deactivated from bios..

Qsi cdrw/dvd sbw-241 is locked on region 2

you need to access the system properties for this disc drive, and change the region from there.
If running WinXp go to control panel, then system and then after opening,,look down the menu tree,,and select your drive,,then choose properties,,and then you should
be able to change regions from there.

QSI CDRW/DVD SBW242C not reading disks

the system you have is an old system and DELL doesn't manufacture it any more.
the thing is that INSPIRON 1000 is a system in which you cannot take out anything as its bit complicated.
as its turning hot wot you can do is use a air compressed can and try cleaning areas near vents
if it doesn't fixes the problem try logging on to
http://support.dell.com/support/downloads/index.aspx?c=us&l=en&s=gen
punchin your system's service tag
you will get list of drivers you have to download and install BIOS from that list
when you run that BIOS update make sure that the battery is in and ac adapter is plugged in
and still if it doesn't fix the problem get the system board, fan and heatsink assembly replaced and offcourse cd drive too.
if you need to get pricing info regarding repairs you can call 1-800-624-9896(United States Toll Free number for Dell Technical support)

you should be able to find another optical drive for the computer quite easily and cheaply. Try reinstalling the driver for the dvd. Do not spin your fan with compressed air as you will damage it.
