Question about Dell Motherboards
Make sure to check all connections to the computer from the wall/power supply, and make sure if he has a surge protector, that he did not accidently turn it off. If everything is connected ok, check to make sure the switch on the back of the power supply has not been turned off (if the power supply has one).. Also make sure that none of the buttons on the front of the PC are stuck in.
If all is good, the power supply might have failed, in that case, try changing the power supply with a new one.
