Hi and welcome to FixYa, I am Kelly. I understand you have a 10 HP Tecumseh engine. There are service manuals available on line for your engine but without your engine model number it is difficult to pass you the correct one: Here is the link for the service manuals:

Somewhere in the list is your manual.

^-Make sure you read about Adjustments in section 1 also.

Running wide open causes:
1. Broken throttle control plate spring
2. Governor spring problem
3. Internal Governor flyweight has departed the governor gear.
4. Throttle plate (butterfly) attached to the throttle shaft in the carb throat has come off the throttle shaft.
5. Broken / missing linkage
6. Someone loosened the governor shaft bolt at the base of the governor arm and allowed the governor to get out of adjstment.

I will try again here.
1 wire link from the top hole in the governor arm to the throttle on the carb. There should also be a wire link with a spring that goes from the Governor arm to the speed control handle.

When i start the mower the engine just revs all the way up. i think the governor is stuck wide open any suggestions

Sometimes crud and gunk build up on the carb ,carb linkage and governor linkage, preventing free movement of those parts. First I would clean all linkage points with a spray can of carb cleaner, and then lubricate these points with WD40 or some other lubricant. It's also a good idea to lubricate the control cables and controls.
