I can only say at this point that the file you're trying to copy may be encrypted or locked in some way , have you attempted to just load the file by right click ( select program to open with ) ( choose outlook express ) or what ever email client created the file.

copy operations may fail , but opening the file with the correct program/email client , may do the trick ... tell me what happens
