Did you get a disk with it to load the drivers? It will not work unless the drivers are loaded. Also, on USB items you must load the drivers first, then plug it in, otherwise it will not work and you'll have to reload, that includes USB Printers, cameras, keyboards, etc..
The Bluetooth adapter should be able to be used with Win XP's own drivers, try uninstalling the drivers that you got with the adapter and dis connect it.
Re-connect your adapter back in and right click on an item you want to send via bluetooth and it will say 'send to bluetooth device'.
Please note this will only work with Win XP SP2 not SP1
