All USB not working? If not remove USB device re-boot and then re insert USB device. Still does not work check Device Manager look for any errors under the USB list. That said, how old is your Samsung and what are you using in your USB port?
did you try with other USB devices, for example USB mouse or Keyboar. if those things acan work then there must be some issue with your flash drive. if all the devices are not working then you should see in device manager your USB driver are upto date or not.
Did the WD Hard drive come with a software driver installation package? What operating system are you using? If Windows, please check Windows "Device Manager" and verify if there are question marks next to the device when inserted into USB port. Have you verified that other USB-compatible devices work in the USB port that you are using? Have you tried inserting this device into another USB port? If you are using multiple USB ports for multiple devices, try removing all USB-compatible devices and then re-insert WD hard drive on its own.

First thing you need to do is to know that the USB ports of your laptop is really working. Insert another usb devices or storage such a flash disk. If the flash disk being inserted is not recognized by the system then the usb port you had inserted is malfunctioning or it is defective. But if the other usb devices like the flash disk is working then your new bought mouse is defective. Try to plug the usb mouse to the other ports available in your laptop.
This problem is caused by a USB ports of the motherboard. Try to insert the usb devices in the different usb ports and if all ports you inserted encounter the same problem then probably the ports has technical hardware problem. To solve this, buy an expansion usb card to your computer. Be sure also that the usb devices you inserted in your computer in properly working and has no defect to determine that the ports are the problem and not the devices. You mentioned that you uninstalled the unknown device from the Device manager. If you uninstall it then connected your usb flash drive you will see an error again on your device manager. This means that the driver for your usb port is not properly installed.
To install it, visit dell website, look for the model of your machine and locate the driver, download it then install from your machine.
