Question about Toshiba Televison & Video
You have bad capacitors in the power supply that took out the regulator, or the ballast circuit is defective. Not really a repair for the novice. Good Luck

If the adjustments on the power board are correct and if you are not at high altitude, the plasma display panel is defective. If the set is off warranty, it is not cost effective to replace the display panel. If it is off warranty, you should give the manufacturers Customer Relations a call. The phone number is usually right on the back of the tv. The manufacturer of the tv might make a warranty concession if they are concerned about their brand reputation. Some manufacturers find it less expensive to just switch brand names rather than make good on defective products. If all else fails, you might get some money back by selling the circuit boards on eBay.

It is possible the lamps may be defective or that they may be the wrong replacement for this model, as it may have a different wattage setup with the ballast. If you want to try to order the TB25 lamp from a different vendor, you can order the original Toshiba replacement lamp for this model (52HM84) from a major Toshiba parts distributor at the link below:

First. The whirring or buzzing sound you hear is the Color Wheel and it needs to be replaced. Second, since I do not know when and if the original lamp has been replaced it is a good idea to replaced the lamp. The bad Color Wheel is the one causing the set to shut down.

If you can hear any buzzing from more than
a few feet then the TV is defective and needs to be replaced. Buzzing is a
common defect among plasma TVs regardless of brand. It has nothing to do with
the plasma cells working; usually it's a defective board or a power supply
problem or something like that.
