Take off the bottom plate, then remove the screws to remove the top cover, turn vac over, remove the hoover emblem, there is a screw there to remove. The top should come off, the easiest is to loosen the motor to give you some slack, then replace the belt and reasemble.

The belt has probably broken. Hoover says that the belt on this model should last the life of the vacuum, but that is rarely the case. They do wear and break. Changing the belt is simple and the belts aren't to much. You can get a replacement here:

This is a parts schematic for your hoover savvy. You have to take off the brush guard on the bottom and also the cover on top (there is a screw under the round hoover logo). You will then see how the belt is attached. Very easy to do. Hope this helps

Take the screws out from the plate covering the brush roll, look for maybe 2 screws from the bottom to take out, then turn vac over, remove the Hoover emblem and remove the screw there, now the top will come off and you can get to the belt and brushroll. Check around your local repair shops for a cogged belt for the Savvy. I would think someone would stock it. Alot of Sew and Vacuum stores also service and have parts.

Hoover US8174-900 Savvy Bagless

It uses a cogged belt, turn it over, remove the bottom plate, remove the other screws from the bottom, turn vac back over and remove the Hoover emblem, there is a screw there to remove and the top comes off, then you can get to and replace the belt.
