It could be the IC101 (MR2920) and the zener D104 both failed, or IC1 (MD5001T) failed as well, here is the link where I've descrived how I fix the issue on my DVR-520H, it is in italian but you can translate it with Google: http://www.plcforum.it/f/topic/181344-riparazione-guasto-alimentatore-pioneer-dvr-520h-dvr-520h-failure/

My 720 dvr turns itself off and can only be turned back on by unplugging it from the power source?? Whats the issue here?

Hi,
Thank you for waiting, your problem is commonly caused of leaky filter electrolytic capacitor in the power supply section, it will affect the regulation of the supply and sometimes need a little warmp up to back from functioning. The symptom will get worst if didn't replace the capacitor. Once isolated your unit will back to normal again.
Hope it may help you.
Give a thumbs if you find it useful.
Have a nice day!

As of the last 30 days or so the pioneer pdp 5070

I had the same thing happen...come to find out, the main board and power supply on these units seem to fail quite frequently...that's about a $1200 bill to repair!....mine's in the garage behind some shelfs...I purchased a new Samsung LCD after Pioneer wouldn't help, despite being only 2 months out of warranty...glad they're getting out of the plasma business so they can't "stiff" any more folks....

Pioneer DVR-320-S is dead.

Well if it is dead and the transformer is getting power then next step is the processor.  Which if it is dead, then I am sure all the internal components are as well.  My recommendation is have a professional give you and estimate and buy a UPS unit that will regulate the power to you important expensive units such as this.

DVR-720 power off

I have a solution to power it on again quickly. Unplug the power cable, short out the pins in the power socket in the back of the machine ( NOT THE POWER CABLE ) and plug the power cable back in - it should go into standby mode immediately. I think the problem is caused by a capacitor on the power supply board going faulty with age. I have not had time to open the machine to check yet, but I will do so soon.

Set HDD to master

The internal power supply to the HDD is often suspect in these units. Check you have power on the internal plug to the HDD from the circuit board. if you do not Try fitting an external HDD power supply (£15) this cured my unit which had a similar fault.
Hope this helps - good luck.
