The main power supply regulator board to this TV should be checked for fault. Check it, and replace damaged component/s, or, replace this board as card basis. 10 blinks Sub 5v SOS / Main 3v SOS DG Board DTV 9v SOS / Tuner Power SOS
found this online hope it helps...
42"plasma purchased nov-07.I was watching t.v and it just shut off and nothing
no blinking light nothing so changed the fuses in the back and went to turn the
power back on and all i get now is 10 blinks then nothing.I have the t.v at the
service man and he is telling me its the power board and after the price of the
board and his labor charge it will be around $300.
you said you changed the fuse. (inside the tv)double check to see if its blown agian if not. keep it unplugged for about 20 minutes to reset the surge protector onboard . if you have done all that the fuse didnt protect your tv from the surge and it gone. IF ITS CONNECTED TO A SURGE PROTECTOR unplug it from that and plug directly into the wall TRY THAT FIRST let me know if this works.
I just brought mine to the shop for the same reason. I thought it was something big but it was just a bad fuse. It wasn't blown so when i checked it, I didn't think anything of. If you're using an AGU fuse, try and remove the fuse and touch the two ends of your power wire together and if it's the fuse it should cut on
Found that the thermistor/temp measuring device is suspect, no resistance across legs. There is a label there that says F701 see service manual

I went here for a tech manual for the Panasonic tv. http://www.ManualsParadise.com
then ordered
Manufacturer: Panasonic
Part Description: FUSE
Part Number: LSJA0411-1
from PartStore.com
it was mounted to the case that holds the lamp. had to remove the back panel, etc. Also think I had to splice in the fuse or something. was a while ago.
i purchased a NTE8115 from my electronics supplier, closest I could find. Radio shack also has them.
remove the back cover and measure for continuity across the thermal fuse
above the lamp housing.
if open jump it wth a 5 amp fuse, be sure to close the safety switch with
the small blue lever then try to power on.
If comes on ok you will need to replace the entire ballast assembly to get
that fuse.
Panasonic does not have a part number for just the fuse on the PT40LC
series.
It is possible to cut off the fuse and replace with another but dont solder
Your problem is most likely the thermistor , or degausser, is going bad. It is a little black box with pins and says D1R5M on it. It can be found by following the wire from the degaussing coil around the picture tube. The location number is CF803( i think)the Panasonic partnumber is D4DF1R50001. Also, I believe your fuse is 6.3A not 3.6A.
White screen is giong to either be your LCD or Hard Drive. I would try changing out either one of these. If your warranty's out or dont' want to pay to send it in, then try this. Make sure the cables coming from the LCD to the mainboard (the large PCB (circuit board)), also, make srue the cable going from your Hard Drive to the Main board is tight. I'd even release each cable and plug them back in. Hope this helps.
