Sorry to say but HP no longer gives support to the printer you have.
And that too the operating system you have is a new revolution in microsoft, so i doubt you will get full feature software for the All-In-One.
But you can try by going to Start> control panel> Add a new printer> Add a new printer> Next> add a local printer> uncheck (Automatic detect plug and play printer)> then click Next> in manufacturer>Select> HP (Not Hewlette Packard) in the right window> Select> HP Deskjet 990C>Click Next>and floow the on screen instructions> and try using the All-In-One to print, And to scan you can try windows photo gallery>
