Seats only go so low. Had you purchased the bike at a real Bicylce Shop they would have fitted it to you before sending you home with it.

Web search "adjust bicycle seat"

General bicycle manuals are usually available at the makers' websites. Hint: schwinnbikes.com

Web searches reveal many answers immediately.

Brake handle broken

Doesn't sound like a shop that knows what they are doing, or they just didn't want to work on your bike. If the brake lever is broken, why didn't they try to sell you a new one? If your brakes are obsolete, why didn't they try to sell you a new brake system? Bicycle brakes are not rocket science, take it to a different shop fir a new quote, or get a book on how to repair bikes and do it yourself.

I need a diagram on how to install/assemble my seat

You COULD look in the lame manual provided by Schwinn at http://www.schwinnbikes.com/support/owners-manuals, which you should own anyway as it may answer some future questions, or you COULD jump on a search engine with "assemble bicycle saddle" and find instant video help.

I have purchased a schwinn veracruz need an owners manual can't find a veracruz on the list of bicycles

They don't break out garden variety bikes. As a bike is just a static frame with a bunch of aftermarket stuff thrown on it, generic manuals work well. Try one that fits, say, where it was bought.

Use a Search Engine for specific questions like adjusting brakes or shifting and you will find many videos.

Adjusting seat on a Women's Schwinn Jet Star 26" bike

It sounds like the bike you bought was too big for you. Your only option here is to replace the seatpost with one that does not have this feature. You can pick up a seatpost at a bicycle shop and they should install it for you, too, if they are a good shop.

Hope this helps a little,
