Check the voltage at the battery terminal, if the contacts are not clean then use some WD40 to clean up. Also make sure that the charger voltage is good.
Once there is good voltage then the battery must take in charge, if not the battery can be faulty. It will be best to SWAP the battery to test and confirm before you buy one.
