The exit sensor is either covered during POR or covered too long. Open the rear door to access the jam area.
There is a paper senor, operated by a small plastic flag mounted on the back of the fuser (part number 40X1325) is is either faulty/broken or stuck. When you open the rear door you should be able to see it, as the page comes out of the fuser it should push the flag down (which operates the sensor). The flag is just a small thin piece of plastic tensioned by a spring.
