It is likely that a driver is missing without information i cannot myself tell you what driver to download but a google search of the model of webcam and driver for (your operating system) should bring you to a driver for your webcam once this driver is installed your web cam should work.

If it works with skype, it should run under XP. There are lots of applications that will run it ... To answer your question directly, go the manufacturers web site (which I would have provided had you mentioned the make) and click on the Support tab - find your computer and find your specific driver for the web cam. They may even have a web cam specific application to run it.
This sounds like a driver problem. You probably have an install program for an earlier operating system. I suggest you go to the Technika web site and go to Support then Downloads. Identify your webcam and download the driver for your operating system. For example, the web cam may have worked just fine on a PC running Windows XP, but now you have a new Windows 7 pc. You must go get the Win7 driver for your USB Technika web cam
