Woods 59208 is single-pole timer.

When replacing 3-way switch, some timers can replace either switch. For example Aube and GE.
Other timers can only replace switch that receives power from breaker. For example Intermatic.

The timer replaces only 1 of the 3-way switches.
The other 3-way switch remains.
But in all cases, the remaining 3-way switch has to be rewired to accommodate the timer.
3-way timers cannot replace 3-way switch wire-for-wire.
3-way timers mimic 3-way operation. When 2 of the timer wires are connected, the timer reverses programming. When those two wires are disconnected, the timer programming resumes. So off becomes on, and on becomes off.
The remaining 3-way switch has to be rewired so that switch connects and disconnects the two timer wires that mimic 3-way operation.

Can this timer be used as a three switch.

Woods 59028 is a single-pole timer, and cannot be used for 3-way.

3-way timers generally have a battery or internal rechargeable battery that powers display and timer clock. As a result of battery, 3-way timers are for indoor use and will not perform very long exposed to cold temperatures.
Look at the manual for each 3-way timer, since each requires wiring change on 2nd 3-way switch.

Yes you can use 59028 if you have Neutral or bare ground wire.

EJ500 is battery operated.
Woods 59028 uses electricity to power internal electronics. Like plugging in alarm clock so timer mechanism works.
That's why 59028 has white wire and EJ500 does not.

EJ500 can be used for 3-way switching, so it has extra red wire that is capped off in single pole operation. EJ500 blue wire connects to Load (light,fan, motor)

59028 is for single pole only. The red wire connects to Load.

Here's how to wire 59028:

1) Timer-green-wire connects to bare ground wire.
2) Connect 59028 red wire where EJ500 blue wire was connected.
3) Connect 59208 black wire where EJ500 black wire was connected.
4) When electric box does not have white neutral wires, then connect timer-white to bare ground.
5) Turn on electricity, and push door on 59028 timer to activate on-off override. If Load comes on, timer is wired correctly. If Load does not come on, then reverse timer-red and timer-black wires.

White supply connects to white on the switch and the white going to the light.
Black supply connects to black wire on the SWITCH.
Red wire on the switch connects to the black wire going to the light.
Green grounds all connect together.

I have a 59028 timer, and when I turn the lights on they flash - versus staying on.

59028 is a Woods in-wall timer.

The lights are blinking so the red and white wires are connected together.

Here's what to do Switch has 2 wires.
1) Green wire connects to bare copper
2) Take switch wires and connect them to timer-black-wire and timer-red-wire. Choose either one for now.
3) In back of electric box are white wires twisted together and covered with wire nut. Connect timer-white to these wires.
4) If electric box does not have white wires described above, then connect timer-white to bare ground.
5) Turn on electricity, and push ON-OFF button. If lights come on, timer is wired correctly. If lights do not come on, then reverse timer-red and timer-black wires.

Pacage does not have directions for activating the switch need a direction sheet.

How do i program my woods 59028 timer?

Manual explains programming steps clearly. The steps are fairly long because there are several options. You can program 7 on events and 7 off events per week. Programming cannot take place until timer is wired correctly and power turned on. This is because clock motor inside timer runs on 120V circuit:
Timer has 4 wires
Black wire from timer connects to black hot wire from breaker box
Red wire connects to black wire going to load (lights, fan etc)
White wire from timer connects to white neutral from breaker box ((if no neutral is available, then connect white wire to bare ground wire)
Green wire connects to bare copper wire
