Question about Fisher and Paykel Fisher Paykel Intuitive Eco Washer IWL15
The timer does not seem to complete a cycle. upon further examination,
the pump is not mechanically jammed and seems to spin freely. but the
water will not drain (we let the water spill out when we checked the
pump) there are a few audible clicks when we try to start the machine,
but that is all. it "senses" that things are not working right after a
few minutes and shuts itself down.

The fact that the timer would not complete its cycle indicates that is defective, and because your washer is not draining this may be cause by a clogged water pump.
Test the timer motor by setting your meter to the ohm and test the two motor wirers-should read between 1,000 to 3,000 if not replace.
If won't drain remove the outlet drain hose from the water pump to see if water drains freely, if not your pump is clogged.

This issue usually occurs due to kinked drain pipe, clogged
drain filter or drain pump. First make sure that the drain is not clogged and
remove clogs if present. If no visible lint is present then remove the lower
front access panel to check the drain filter and drain pump for any clogs,
you'll need to clean the drain filter and drain pump completely. Hope this
