The time is the clue static in the background is electrical interference this can be caused by faulty electrical appliances UHF ham and CB Radios etc ask neighbours if and when they suffer this interference this will help to locate and identify the cause ie the closer you get the worse it'll be
Once you identify the source the culprit may decide to fix the appliance desist from operation or you can buy filters to eliminate the cause of static noise once you know the cause

Static can be caused by a poorly charged or bad battery. Try cleaning your battery contacts with a pencil eraser, on the battery, radio, and charger. Then recharge the batteries and see if the problem still exists. If so, try a battery from a known good unit and see if it stops the static.

If the battery is not the issue, you could simply have environmental noise. RF (radio frequency wave) in the environment is a common problem in urban areas. If you are using the radios in or around computers and other electronic devices, coil the cords to these devices and make them tidy. RF noise can be emitted through the cord like it is an antenna of sorts. Coiling will reduce this effect.

If your radios have PL capability, aka private line code, interference eliminator, turn it on, or change the setting. This should block out unwanted noise and interference.

You could install a filter in the line between the antenna and the transciever. I reccommend a high-pass or band-pass filter set for the 27 MHz band to remove any interference at different frequencies. Also, some older TVs can cause interference to CB radios if they are close. If this doesn't work, the radio may be poorly sheilded or your area may have implemented the broadband power line initiative (BPL). This produces a strong buzz of noise that obliterates all weak to moderate radio signals between 2 and 80 MHz (CB being at 27 MHz).

Get new HDMI cord

Turn on the radio. If there is noise, disconnect your antenna from the back of the radio, but DO NOT KEY UP. If the noise goes away, it is coming in from the antenna. if the noise is still there its coming from the power source.

If its coming from the antenna, it could be something near by RF interference. If its not that then there could be something wrong with the antenna, or most likely bad coax. If it does it when windy, there could be a short, or gash in the coax, and makes it short on something

If its coming form the power line, the power supply may be bad, and ready to die. try another power source.

you need a ground loop isolator or some way to ground the laptop/power supply to remove the noise. the noise is electrical interference produced by the inverter.

A possible cause for the static in your cordless phones could be dimmer switches around the area of your phone that causes static. Turn the switches completely off (not just turned down) and see if the static leaves. You can replace the dimmers with regular switches if that clears your static. If it does not, another trace for interference: you will have to take a portable radio and turn it to AM 550 mHz and tune it to the loudest crackling noise. Carry the radio around looking for the loudest static interference. Could be a loose connection in a receptacle or panel box. Any small malfunction can cause static on wireless devices.
