Could be a pulley, belt or bearings of sort. Take it to a well referenced repair shop for proper diagnostics.

I replaced the serpentine belt and now have a terrible screeching with the a/c is turned on.

A couple of things come to mind: if it wasn't screeching before replacing the belt, you may not have routed the belt properly - especially around the belt tensioner pulley; or the bearing on that pulley may need lubrication or replacement; or the A/C compressor bearing may have failed causing excessive resistance on the new belt resulting in screeching. Also, if the belt was not routed properly, the screeching may be coming from another belt-driven (power steering pump, water pump, etc.) but it doesn't sow up until you engage the A/C with its additional drag.

If a power steering pump locks up does it have to be replaced?

the power steering pump locking up is the reason ur serpentine belt broke. on front of power steering pump is a pulley which must spin freely. when this pulley locks up, things break...and yes u definitely need a new power steering pump.

2002 Jeep Wrangler Screeching Sound On Startup until Engine is warm.

NEVER NEVER USE BELT DRESSING. It's sticky and attracts grit that destroys your pulleys. Screeching is almost always caused by a worn belt tensioner. Read these posts

Replace power steering pump on 06 chevy uplander

I just finished replacing mine.

It is much easier if you do these steps:

1. Remove the serpentine belt.
2. Remove the nuts holding the main fuse box over the battery.
3. Remove the reinforcing bar over the battery.
4. Remove the battery.
5. Remove the windsheild washer tank.
6. Now you have access to remove the pump pulley. Without removing the stuff, it may be possible, but it will be extremely difficult.
7. Remove the pump pulley.
8. Loosen the high pressure hose fitting.
9. Remove the return line clamp.
10. Remove the power steering pump mounting bolts.
11. Remove the high pressure hose fitting.
12. Remove the power steering pump while sliding off the low pressure hose.
13. Remove the clips holding the reservoir on the pump.
14. Remove the reservoir.
15. Install new o-ring on the reservoir.
16. Install reservoir on new pump.
17. Install clips to hold reservoir on pump.
18. Install new o-ring on high pressure fitting.
19. Place new pump in position while sliding on low pressure hose.
20. Loosely attache high pressure fitting.
21. Tighten pump to mounts.
22. Tighten high pressure fitting.
23. Install clamp on low pressure hose.
24. Install power steering pulley.
25. Install washer reservoir.
26. Install battery.
27. Install reinforcing cross member.
28. Install fuse panel.
29. Install serpentine belt.
30. Bleed the power steering system.

Every time I turn on the air or heat when the car is running My power steering iseffected and a loud screech? But not when the car not running (blower motor works) I think it is the ac condencer?

you need to replace the serpentine belt and perhaps the belt tensioner. When a heavy load is put on the belt, like turning on the AC, the drag may stop the belt from turning. This would stop the power steering pump from turning causing a hard steer condition. The belt is not gripping the pulleys tight enough. This is due to a worn out serpentine belt or worn out tensioner. If the AC works( cools the car) then replace the belt. If this does not cure the problem then replace the belt tensioner as well.

1989 GMC Jimmy Serpentine belt diagram for an idiot, please!

sounds like you got something thats tied up, like an ideler polly, or the spring tennsioner polly, or maybe even the alt. or power steering pump. Did you follow the routing diagram on top of the fan shroud?
