The only place you can get a Personal Unlocking Key is from your service provider ... no one else, no where else ... and ... if you guess more than 10 times, you run the risk of damaging your telephone.

it is not your handsets issue it is a features where if that particular individual subscribed for his number to be showed as private number to everyone whom he/she is calling. You cannot do anything it will show if that person activated this service and it will not show you the name. ask that person that he/she activated any kind of services for private number.
