This is usually caused by 2 things
IF your mower had a primer bulb that bulb has a hole in it or there is debris in the bottom of the fuel float bowl that has blocked the main fuen jet. The remedy is to remove the float bowl and clean out the bowl, bowl nut and the main fuel jet in the threaded area of the bowl nut with CARBURETOR CLEANER. If your mower has a primer bulb the bulb will most likely need replaced. Since you did not include a make and model number this is a horribly generic and somewhat unprofessional response. You left me little option but to respond as best I could at this time. If you respond with a make and model number I can provide the steps you should take to perform a DIY repair.

Check everything is clean. Check the air filter is clean, check that the engine cooling fan, cutting blades and cutting deck are free of grass. Check all the drive belt pulleys to ensure accumulated grass is not jamming anything. Check the fuel filler cap is clean and the breather hole works.

Mulching mowers are notorious for needing to be cleaned out frequently. The problem usually is the cutting height. The lower it is, the faster it gets clogged up.

Cutting wet grass doesn't help this situation either, it actually makes it clog up much faster.

Set the cutting height to about 3", and wait until the grass is dry before you cut it. This should help with the cuttings buildup.

As a landscaper, I deal with lawnmowers on almost a daily basis, and on cold mornings, the mowers are sluggish and don't want to run well.

If you keep your mower stored in a weather proof building with a consistent temperature and humidity level, there shouldn't be many issues with startup. Start it up and let it idle at half choke before cutting.

13 to 15 amps electric or battery operated mower may runs slow when cutting thick grass. also recommended not to cut grass when it's wet & need very sharp blade to do the lawn. may overloading it, cutting grass too thick also draws too much power. check house breaker first.
