Internet Explorer won't launch after a hard reset

After a hard reset and installation of Windows 2003, which was installed before the reset, the Wifi recognizes the access points but the internet explorer won't launch or connect to any web addresses. Does somebody have any ideas or suggestions? Thank you.

Is it picking up a good IP address? Are the access points encrypted? You would need to set up the Wi-Fi on the PDA to the specifications of the WAP. if Internet Explorer is not loading, I suspect that there is a problem either with the image in ROM or else with the part of the RAM which is used to hold user data for Internet Explorer. Have you recently upgraded the ROM? The upgrade may not have worked properly perhaps. Maybe try a reflash of the ROM image. Do you get any error message or does the operating system go round in a loop and never come out?

My internet explore takes a long time to load how are you suppose to fix it.My wifi is on and internet

In this case, try running your Internet Explorer in 'no add-ons' mode and check if that improves the Internet speed. If it works, then one or more add-ons installed on your browser are causing the issue. You can re-enable the installed add-ons one-by-one and check which one is causing the issue. To know how to do all this, the following link can be useful:
http://windows.microsoft.com/en-IN/internet-explorer/manage-add-ons#ie=ie-11

If the issue is not with the add-ons, you can consider resetting your browser settings and check if that works. To know how to do this, you can refer to the guidelines mentioned on the following link:
http://windows.microsoft.com/en-in/internet-explorer/reset-ie-settings#ie=ie-11

Internet reset

The Internet Explorer Web browser lets you customize you settings and install add-ons to personalize your copy of Internet Explorer.
Personalizing is a good thing in most cases, but it may also lead to problems.
If Internet Explorer slows down while browsing, takes a long time to launch or displays error messages, then it may be necessary to restore it to the default settings.
This is referred to as resetting, and provides a clean copy of Internet Explorer to browse and customize.
Open the Start menu and type "inetcpl.cpl" in the search field and press "Enter."
In Windows XP click the "Run" option of the Start menu, type "inetcpl.cpl" and press "Enter."

Click on the "Advanced" tab of the window that appears.
Click the "Reset" button in the "Reset Internet Explorer settings" section. Click "Reset" again to confirm your choice.

Wait for the process to finish.
Click "Close."
Internet Explorer has been reset to its default settings.

Last time i delete my internet explorer how i can download it again?

Directly from Microsoft using another computer. Go here
http://www.microsoft.com/windows/internet-explorer/worldwide-sites.aspx
select the country and operating system than download the installer (as in Save, not Run). Move that installer on a USB stick, plug that stick in your pc and launch the installer.
But for security reasons i recommend you to install a different browser - in my opinion Opera  http://www.opera.com/   is the fastest and safest of them all. Again download the installer, put it on a stick, put the stick on your pc and launch it.
