I have a Mitsubishi Medallion 1080. Someone put a code in the parental control and I do not know the number. How do I reset the parental control without the number?

My recently purchased Sony LCD TV KLV-22T550A is having an power leakage issue. Some amount of electricity is being leaked through all the A/V slots (composite/component/VGA/HDMI except PC audio input) & stand screws. When a tester is touched to those slots/screws, it always glows. Also, when I touch my finger to the open end of a RCA cable (connected to TV's A/V slot at the other end), I feel a tinge of mild shock. I feel the same type of shock, when I connect the DTH set-top box to the TV (through component/composite cable) and touch its metal body. FYI, (although I feel mild shock,) tester doesn't glow, when it is touched to set-top box or open end of RCA cable.
Sony service engineer came to my home & inspected the issue. He told me that this issue is not related to any defect and the same is observed in many TVs. Sony is of the opinion that small amount of electricity may leak due to the nature of SMPS functioning, and it is not a matter of concern.
The above issue has been observed in my house, neighbour's house as well as Sony service center. So, house electricy wiring is not at fault.
I have not found the same issue with five other TVs (CRT & LCD), that I have tested.
In view of the above, please let me know the following:
1. Is small amount of electricity leakage (through A/V slots & stand screws) normal? If yes, what is the upper limit (volt/ampere) of permissible electricity leakage?
2. If I connect my HP pavilion laptop to the TV with a VGA/HDMI cable, can the power leakage harm the laptop in any way? Can the set-top box also be negatively affected due to the same issue?
3. If I connect the TV or set-top box's screw to earth/ground slot (of a power socket) with a cable, will the shock problem be solved without any side effect?
Thank You,
Nirmal
