One of the most common 'scams' around the cellphone world today is paying for an unlock code.
The problem with that is that the code generated is only a carrier unlock. To universally unlock a phone, and have it work with anyone you wish (gsm based phones only) is to call your carrier.
After your phone is owned by you. The carrier has no reason to stop you from sim unlocking the device. Just call customer care. Tell them you'd like to have your phone unlocked for personal reasons. Then usually they'll ask you for the IMEI number, located under the battery.
Within 24/hrs usually they'll send you all the complete instructions with the code. Follow it and there ya go. Unlocked.
How this works is the carrier and the mfg of the phone are in close relationship. They contact the mfg, give them the number to the phone. Then the mfg hands them the unlock code, which they forward on to you.
The mfg don't care if you unlock. It's the carrier that usually has the issue.
