how to edit a photo?

Most computers have a simple photo editing program included. If you Google "free photo editing programs", you will find some very good free ones. Photoshop even has one that lets you edit over the internet without having to download anything.

how to edit pictures and what site i can use to edit pictures to make my photo real cool pictures

There are multiple was to accomplish photo editing.

Old school, by using editing software on your system. This ranges from very technically complicated, but very powerful, [and very expensive] editing software like Photoshop CS4, to more more moderately prices [and more basic user friendly] software packages, to free software like Picasa from Google.

All have benefits and drawbacks. I am sorry but to give even a primer on the use of a package like Photoshop would take pages. There is much information online. Many photo quality printers come with software utilities to edit photos. For instance HP has its "Photosmart Essentials" that comes with it Photosmart printers.

The latest way to do minor editing of photos is online, in your browser, with services like "Picnik" [ http://www.picnik.com/ ]. It lets you upload, manipulate photos for free [though there is a paid "premium" service as well].

The best way is to experiment. If you keep a copy of your original files safe in a separate place from the copy you are working on you can use any of these solutions to make changes and learn by trial and error [the way most of us did it] and in a little while you will be making photos that will delight you, your family and friends.

Hope that helps some to get you started.
