how do I set the timer with the two pins


The pin are probably trippers?

The trippers are red and black: black for ON and red for OFF.

I moved the location my power pack timer ML121RT. It was working before now the clock is not turning. Lights will work manually so I have power through the power pack.

As a general rule, malfunctioning power pack clock is bad news because there are no repair parts or steps to take apart and fix. There are trippers, but if timer is not rotating, then trippers are not the problem.
However, you can buy cheap plug-in timer, set power pack to override, and plug power pack into cheap timer.
Power packs come with 5-year limited warranty.
