1. Click start
2. Click run
3. copy and paste the following text into the run menu

REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System /v DisableRegistryTools /t REG_DWORD /d 0 /f

4. press ok

registry editor should work again.
