Drive C shows low disc space but is only half full

This could be caused by a virus, or you could simply have a small HDD with a newer version of your OS. Certainly I recommend running a full scan with the free version of Ad-Aware Anti-Virus from Ad Aware Free Antivirus and Antispyware by Lavasoft Protection from... to start with. Also, if you have a smaller hard drive, something around 40GB or less, newer versions of the Windows OS will not consider the percentage of the drive's storage space in use, but only the raw amount of free space available on said drive.

Another possibility involves the paging file and its size, something which would be a concern on any modern OS. If your paging file, or virtual memory allocation, is too large, you can receive warnings about low disk space because even when it is not in use that storage space is counted as "in use" by your OS.

Finally, in general these types of problems can result from not performing routine maintenance on your HDD and its partition(s) and file system(s). Running a file-system integrity scan and a thorough defragmentation operation on your drive is a good idea just on principle alone.

have problem? if so pls fix it

Possible that PC is hanging up as there is fault on the OS ( operating system) or a virus in the OS. Also it is possible that the back up( CMOS) has low voltage or the memory card is a suspect. In this case you need to check the voltage and also try and swap a memory card. If not the OS is a suspect.

It is best to go for a paid antivirus software which you can get in a package. Personally we are not recommending any particular company but you can try with Avira, Antivir, AVG, Kaspersky. It is always best to install the antivirus when the installation of the OS is done.

Now before this you can open the internet options in the browser and clean all the cookies, temporary internet files, defragment the drives and RESTORE the PC to an earlier set date.

You can use a registry cleaner like Advanced system care. Download from the site and check you system for corrupt files. Also use a good antivirus software which is active to keep your system performing without an attack on the OS. Remove all unnecessary programs installed which you do not use all the time and clean up the drives. This will free up the space and make your system faster.
If there is no response but the PC tends to work slower and occasionally hanging when a program is being executed then you might have to install the OS once again. Install the OS and then an antivirus before the drivers of the PC is installed.

The screen on my Dell Inspiron Mini 1018 Netbook is flickering, freezing and refreshing, it sometimes renders my netbook unusable.

There is strip that connects the LCD with the mother board. That strip might be damaged or loose. You better take it to a service centre to get it checked before it gets worse or make the pixels in LCD dead.
