how to increase my internet/downloading speed?

More than likely, the 460.8 figure is in kiloBITS per second, which means your downloads measured in kiloBYTES per second will be at a maximum, 57.6, which is still obviously higher than you are getting. One thing to consider is that you might not be in an area that supports 3G. That will affect your speed. Also, on the windows end, you can try this little (free) utility that will optimize your TCP settings in the registry: http://www.speedguide.net/downloads.php
this utility is not a "speed optimizer" snake-oil program that just compresses images or something cheesy like that. It was actually mentioned on TechTV.
