Interactive Voice Response Systems (IVR) are automated telephone response systems that allow a user to navigate through options using their phone keypad and/or their voice.
In order for a phone to be usable for such systems, it has to support Dual Tome Multi Frequency signaling (DMTF). This is a system where every key pressed on the phone results in a combination of two tones (one for the row of the key on the keypad and one for the column) to be mixed and sent onto the phone line.
The only Belkin Skype Phone to support DMTF is version 2 of the Wi-Fi phone for Skype, F1PP000GN-SK. Version 1 of the WI-Fi phone, and the Desktop Internet Phone for Skype F1PP010ENeaSK do not support DMTF and can therefore not be used with IVR systems.
This is not a fault of the product and therefore not a reason to have it replaced. It is just a feature that the customer may want but the device does not have.
