Unlike Firefox, Chrome, and almost every other browser which actually scan files or isolate your downloads to a single directory. This malignant and bothersome "security" feature in Internet Explorer works by popping up an annoying yellow bar at the top of the screen every single time you download a file.
If you run corporate web applications through IE you know the resulting lag often kills automated scripts on the page, can cause PHP errors in the case of dynamically created content, and generally makes the Internet an unpleasant place to work. Not only that, there are no security features which can be set to completely disable this pesky little add-on.
That said, there is a way to get around it.
